USAID is run by ex-UN Ambassador under Obama, Samantha Power. My guess is that funds are being used to make sure that Obama administration crimes are covered up - with Biden the biggest domino to fall (again and again and again).

Remember when Trump was denied funding for building the southern border wall from DoD budgets for a few billion out of almost a trillion dollar defence budget? That diversion of funds for the defence of the country does not apply to the Democratic Party appropriating approved funds to fight Russia to the last Ukrainian (Ukraine is now using drones to bomb Moscow apartment buildings if the latest reports are anything to go by).
