Step 1: Buy votes with entitlement programs you can't afford. But they're really popular and you can't defund them.
Step 2: Open borders.
Step 3: Entitlement programs (and school infrastructure, and everything else) overwhelmed. Quality of life declines for everybody not living in a gated community.
Step 4: Voters *beg* to get rid of entitlement programs, get govt out of schooling, privatize departments that can no longer be supported by diminished tax base, increased users.
Step 5: govt. generously acquiesces.
