Check out his 5 minute speech here:
Parents are taking their kids out of public schools and into private schools which is reducing the budgets of the public school system by 20%.
Copper states that North Carolina took 5 billion bucks of Federal aid during the pandemic – which he says, allowed the State to hire more teachers.
Cooper is upset that the Republic controlled legislature offered a 250 dollar pay rise over 2 years (excluding pay rises for promotions) and instead wants to offer an 18% pay rise. He claims it is needed to recognise teachers (presumably as teachers) and get new ones to fll staff shortages. (I am not sure how there will be staff shortages if the students are flocking to private schools).
Seems to me that the only emergency is the threat of rolling back the culture war waged on students in North Carolina by anti-human left wing radicals over decades.
So, the State of Emergency is a reaction to losing ground in the culture war being waged against students.
Here is how North Carolina is ranked across the 50 States in 2018 prior to the pandemic.

“North Carolina was rated to have the 32nd best K-12 public school system in the nation, based on quality and safety. The quality rating was based on metrics including high school graduation rate, math and reading scores, median SAT and ACT scores, and the pupil-teacher ratio.”

Seems like the State of Emergency is at least five years too late.

As a NC reside t with 3 children in Cabarrus County schools, I follow info like this closely. Everyone should know that all elected officials including your local school board must be bonded to hold office. You can file a claim against their Surrety Bonds if they are engaging in Unconstitutional or illegal behavior. The bond holder will investigate and pull thr bond. This threat alone is enough to shut down an entire woke school board as it halts all funding immediately. It was used against mask mandate bullshit and is proven to work. There has been an extreme exodus from public schools in my area (NC). We live near Ft Bragg and our community that has school aged children are largely conservative military. The pandemic opened up parents eyes to the curriculum and a large amount left the public school system. military area public schools get extra funding for military children. In our community a lot of the teachers are military spouses not for the CRT curriculum. This is what Gov. Cooper is so upset with. School choice holds public schools accountable, which they don’t want. I personally know (self included) at least 10 family’s (military) that have left public school in the last 2 years, and we are in one of the best school districts in NC. That says a lot about our public schools. Also, the transportation system is a mess. My neighbors elementary kids do not get back from school (which is 10 min away) until close to 4:00 when school gets out at 2:30, they sit and wait in cafeteria for bus to come back after first load and get them. I would love my tax dollars to help pay for private school, I’m sure a lot of others would too.
