It is a massive report with an absolute trove of data and recommendations from vastly experienced professionals wholly familiar with the “prudent person” principles governing fiduciary responsibility.
The report can be compared and maybe used in other enquiries in the Philippines, UK, Australia, New Zealand, the USA, Poland, Slovakia, Rumania and many other countries. The C19 response was global and most of the Canadian measures were applied in every country.
Maybe a dozen people in each country could take 50 pages each of Volumes 1 and 2 and “translate” it into local relevance.
