Recycling citizens... out with the original, in with the immigrants. There's an interesting balancing game Govt are playing. On the one hand, they need citizens, as a labor force producing, and as a consuming force- being taxed on both what they produce (income taxes) and what they consume (sales taxes). On the other hand, they want to reduce the population, on the premise of ease of resource management (which includes people btw).
The wrong citizens can make life harder for those in power, so, where possible, exchange troublesome citizens for one's perceived to be less troublesome/ easier to control in some or many ways. My two cents, possibly worth one 🤣
