The entire hour is well worth a listen. Here’s a few snippets.
Dr. Harvey Risch made an excellent point – the purpose of bioweapons/bioresearch was to develop countermeasures to the biological research itself – including that of enemies/bad actors.
A pathogen was developed in 2015/2016 but no countermeasures were developed over the following 3 years by the lab under the control of EcoHealth Alliance, despite millions of dollars of funding provided for that specific purpose.
Dr Risch also noted that the Wuhan Institute of Virology (WIV) was only recently upgraded from BSL2 to BSL4.

The institute has collaborated with the Galveston National Laboratory in the United States, the Centre International de Recherche en Infectiologie in France, and the National Microbiology Laboratory in Canada.”
So, a BSL4 lab only in 2018 and less than two years later, there is an “incident”. Here’s a reference to the BSL2 status:
“In 2014, the WIV's National Bio-safety Laboratory was built at a cost of 300 million yuan (US$44 million), in collaboration and with assistance from the French government's CIRI lab). The new laboratory building has 3000 m2 of BSL-4 space, and also 20 BSL-2 and two BSL-3 laboratories.[“
Space for BSL4, and 20 BSL2 labs and two BSL3 labs – not operational BSL4, but maybe BSL2 and BSL3 labs that were operational.
Dr Risch noted the funding of Peter Dazsak’s EcoHealth Alliance – and the WIV? – prior to its getting BSL4 status in 2018 – the same year as the US NATIONALBIODEFENSE STRATEGY plan was published.

Vastly experienced combat pilot, Colonel Rempfer ,discussed the chain of command before, during and after process for flight missions and how open the process was to “adding value” by all ranks involved – the message was important, not the rank of its source. All input was sought to improve quality.
He discussed how “managers” within the alphabet soup of federal health agencies did not have the authority to treat patients, but how their advice and recommendations created a legal obligation on sub-managers in the private sector and other federal agencies that forced their compliance to prevent potential prosecution.
He also mentioned that there was a 36 page biodefense plan in place In 2018. Here is the Trump White House plan:

Under the “Governance” section we have this:
“The NSPM that accompanies the issuance of this National Biodefense Strategy creates a dedicated mechanism, housed within the U.S. Department of Health and Human Services, to coordinate federal biodefense activities and assess the effectiveness with which the National Biodefense Strategy’s goals and objectives are being met.
Led by the President of the United States and coordinated by the National Security Council staff in the Executive Office of the President, with day-to-day coordination and execution by the Secretary of Health and Human Services, this mechanism will continually assess how effectively the objectives of the National Biodefense Strategy are being met.”
Top-down management by POTUS and NSC staff in the POTUS office with administration by HHS.
Which explains the “command and control” aspects outlined by Sasha Latypova.
The FDA is mentioned just twice in the 36 page plan in the same way “Develop instructions for public health and medical stakeholders regarding the use of Food and Drug Administration (FDA)-authorized or -cleared diagnostic tests, if available.”
The WHO is also mentioned twice:
“This strategy describes the goals and objectives that will guide the United States in assessing, preventing, detecting, preparing for, responding to, and recovering from a biological incident, consistent with its international obligations, including those identified in the World Health Organization’s International Health Regulations (2005).”
“Promote the development and implementation of national legal frameworks adequate to support and enable the implementation of the World Health Organization’s International Health Regulations (2005) and the World Organisation for Animal Health reporting requirements.”
The 2018 plan precedes Trump’s announced intention to withdraw from the WHO in mid-2020.
Those same International Health Regulations are being revised right now and a new pandemic treaty is being drawn up.
Note that the RT-PCR test developed by Drosten was authorized by the FDA – with no particular transparency over any competitive process – but following discussions and meetings with Fauci of NIAID.
The CDC is not mentioned at all, though there is this “Implementing enhanced surveillance and public health measures for disease control;”
Neither NIAID or the NIH are specifically mentioned.

The five goals in the 53 page 2022 plan are identical to the 2018 plan (with an extra 17 pages from the 2018 plan).
Here are the five goals from the 36 page 2018 plan:
GOAL 1: ENABLE RISK AWARENESS TO INFORM DECISION-MAKING ACROSS THE BIODEFENSE ENTERPRISE. The United States will build risk awareness at the strategic level, through analyses and research efforts to characterize deliberate, accidental, and natural biological risks; and at the operational level, through surveillance and detection activities to detect and identify biological threats and anticipate biological incidents.
I wonder what and how the US was monitoring the WIV. It seems that Daszak was an operator/spy for the US, as well as an enabler of pathogen creation?
GOAL 2: ENSURE BIODEFENSE ENTERPRISE CAPABILITIES TO PREVENT BIOINCIDENTS. The United States will work to prevent the outbreak and spread of naturally occurring disease, and minimize the chances of laboratory accidents. The United States will also strengthen biosecurity to prevent hostile actors from obtaining or using biological material, equipment, and expertise for nefarious purposes, consistent with the United States Government’s approach to countering weapons of mass destruction (WMD) terrorism.
“..minimize the chance of laboratory accidents.” Difficult to do in a foreign nation state. If Dasxak was a spy AND a pathogen enabler he seems to have fallen down on the job. He seems to have had unlimited access to China – how much oversight did he have on WIV whilst spending US tax-payers money?
GOAL 3: ENSURE BIODEFENSE ENTERPRISE PREPAREDNESS TO REDUCE THE IMPACTS OF BIOINCIDENTS. The United States will take measures to reduce the impacts of bioincidents, including maintaining a vibrant national science and technology base to support biodefense; ensuring a strong public health infrastructure; developing, updating, and exercising response capabilities; establishing risk communications; developing and effectively distributing and dispensing medical countermeasures; and preparing to collaborate across the country and internationally to support biodefense.
“Medical countermeasures” for “bioincidents”as “biodefense” - like mRNA injections? “across the country and international”? Hmm. Sounds familiar.
There is this little nugget which pre-authorizes executive action:
“3.4.3 Enhance Messaging Partnerships.
Identify a cadre of academic and private sector experts who would be encouraged to interact with traditional and social media and provide accurate information on biothreats and bioincidents.
Strengthen pre-incident relationships between government communication specialists and the media who specialize in bioincidents and related topics.
Strengthen pre-incident relationships with private sector social media and other non[1]traditional media partners capable of broadly disseminating information.”
Looks like they identified the wrong cadre of experts. Presumably these experts were screened and appointed via some process to identify quality, experience and judgement characteristics and not just politically biased, career professionals in the swamp!
GOAL 4: RAPIDLY RESPOND TO LIMIT THE IMPACTS OF BIOINCIDENTS. The United States will respond rapidly to limit the impacts of bioincidents through information-sharing and networking; coordinated response operations and investigations; and effective public messaging.”
All part of the plan then.
GOAL 5: FACILITATE RECOVERY TO RESTORE THE COMMUNITY, THE ECONOMY, AND THE ENVIRONMENT AFTER A BIOINCIDENT. The United States will take actions to restore critical infrastructure services and capability; coordinate recovery activities; provide recovery support and long-term mitigation; and minimize cascading effects elsewhere in the world.
As far as I know, no physical critical infrastructure was impacted at all. Impacts were all politically imposed on people on a subjective basis with no evidence of any past effectiveness or success.
