I don't see this as a bad thing at all: global cities like London and Glasgow are great precisely because they transcend their history: and anyway, as the more successful citizens head out for the suburbs, this hollows the city centre: there is no shortage of (admittedly) rather basic accommodation available in e.g. tower blocks and tenements. Some of these kids will fail, but many more will succeed, given a chance. And even those who fail will still not go hungry: there is plenty of work in low key, low paid service jobs, and that is generally better than being unemployed or in jail in Uganda, China, Yemen or Afghanistan.

It also has to do with the economy and general politics of the people themselves. I would want to know a lot more about the situation before judging why it works or fails. Canada is a whole other ballgame but the questions are still the same.
