How is the term "minimal risk" defined? Who defines it and what are their motivations?
bodily autonomy and informed consent are classified as "necessary and essential basic fundamental human rights" in the treaties and laws listed below. each of them has provisions that pertain to informed consent and autonomy.
these treaties state that "consent cannot be obtained through force, violence, threat, deceit, duress, or any other form of constraint or coercion".
they also detail the patient's final right of refusal. for example, the Nuremberg codes state in provision 9: "During the course of the experiment, the human subject should be at liberty to bring the experiment to an end if he has reached the physical or mental state where continuation of the experiment seems to him to be impossible."
The UNESCO treaty states in Article 6: "...The consent should, where appropriate, be express and may be withdrawn by the person concerned AT ANY TIME and FOR ANY REASON without disadvantage or prejudice."

Thanks PH. Informed Consent relies very heavily on the description of whatever anyone's consenting to, as to being the real & accurate facts about the product. Clearly the injections were very inaccurately described.

I asked our CMO if he believed he had followed his own department's guidance re Informed Consent (not called that btw) eg by putting up posters in Doctors' surgeries and vaccination centres--no answer of course.
Our Control Group lawsuit approached SCOTUS three times. On the last round we produced evidence that all of the Justices are too conflicted (pharma $$) to preside over ANY vaccine case, and we demanded that they recuse themselves (and appoint a panel of NON-conflicted judges) in accordance with the Federal Rules. They ALL chose to violate their own cannons and ignored everything.
SCOTUS, and ALL of the federal courts work directly for pharma now. Our only remaining hope for a CIVIL remedy is in local state judges. Failing this, the only remaining remedy is NON-civil. But by then, maybe they figure they will have fatally injured so many of us that we won't be able to stand up to them on the final rounds of their "final solution" for us all.
RFK, Jr. is single-handedly fighting tyranny. He's doing it now by running for president. But his CHD organization is filing or supporting many of the key lawsuits that might show massive crimes and torts. The same organization also has its own journalism operation, publishing important stories no mainstream media organization will publish or investigate. So he's doing the job the "watchdog" press or Fourth Estate have abdicated.
He also wrote a best-selling 440-page book with 2,300 footnotes to try to tell people how corrupt Fauci, Big Pharma and the entire Science/Medicine Establishment has become.
Besides the above, he hasn't done anything for "our" side.
P.S. What if someone like Dr. Hotez DID debate Kennedy on a show viewed by tens of millions of people (like Rogan's). This won't happen because every expert in the world is afraid of genuine debate, but if it did, this might be a narrative-changer. Kennedy isn't running from this debate.
