The United Nations is an example of a "Supra" - so are its "subsidiaries" like the WHO, the World Bank, the IPCC and the IOM - each has its own charter.
The OECD standardises data collection from its 38 members and presents the data in a usable form for all to see. It depends on the data quality supplied by its members.
The OECD does not formulate policies other than data standards.
The WHO accesses OECD databases. amongst may others plus its own data collections.
There are other organisations like the G20 of political leaders that formulate policies and which have significant influence over supranationals like the UN and its subsidiaries like the WHO.
The UN subsidiary .- the World Bank (which is minutely tiny in comparison to global banks like CIti, Deutsch, JPM, ICBC, HSBC, Bank of America etc) is jointly and severally guaranteed by UN member countries.
The Bank of International Settlements is another "Supra" - it is the central bankers central bank and sets lending standards and rules that central banks follow.
Then there's the IMF - which is funded by a currency called "Special Drawing Rights" contributed by its members and bails out failed nation states - like Argentina - ad imposes fiscal measures o the failed country.
Countries sig up to international treaties that transcend ay laws and regulations - the International Health Regulations is one such. Countries have their own methods for signing up/ratifying such treaties - many of them are trade treaties like NAFTA, these are supplemented by organisations like OPEC and APEC and so on.
The changes to the International Health Regulations - drafted by the WHO and authorised by the World Health Assembly (last week) are regulations that must be adopted by the 194 member states of the U/WHO - as this is what they signed up to.do. They transcend national laws and regulations. Amendments to IHR's do NOT require national ratification. A new "Pandemic Treaty" does require ratification by each member state.- hence the uproar abut the complete re-write of the IHR's and the changes to the wording from "may" to "must" comply.
