EA's were part of my job description even as I ran safety, materials and equipment purchasing and did employee evaluations. If you are a lazy ass manager you shouldn't take on responsibility. I had 5 work crews scattered over SE Utah and cleared over 100 projects a year.

As for the EPA. STILL have a polluting asphaltic emulsion and mixing plant whose hydrocarbons the Dallas office haven't touched for almost 20 years despite calls when you can smell it off I-25 south of Santa Fe over 1/2 mile away. Down valley from it is Santo Domingo Pueblo and yes, spoke to women from there who all knew a woman who miscarried. Yeah, time to get rid of even enforcement that can't or won't do the work because hey, liable to step on toes in a state full of corruption.
