The implication of the tweet is that the measures taken - not "vaccines" - caused the spikes in deaths. More than one person on respirators in Bergamo for example and the possibility of fake deaths for government funds or some such for New York - I don't know if Italy ran the same incentive schemes for C19 deaths and hospitalizations as NY. The only other American city that came close to Y deaths i that short 2020 period was CHicago (half as bad?).

I see three viewpoints that have been expressed about the Pandemic/Faux Pandemic origins:
1) My view: We had "early spread" but this novel virus, which was contagious, definitely wasn't "deadly." All (or almost all) of the "Covid deaths" that suddenly showed up in a couple of cities in late March and April 2020 must be "iatrogenic" deaths, lockdown "collateral damage" deaths and/or fraudulently reported deaths.
2) Jessica's recent assessment (if I'm correct in charactering her views): There probably was no "novel virus" at all. The entire pandemic was made possible by bogus PCR tests and the sudden "Covid deaths," which are explained by the reasons I cite above. Basically, the "Covid deaths" followed the implementation of the life-saving "Covid protocols."
3) The official or authorized position: A novel virus (probably from natural spill-over from bats) emerged in Wuhan China in December 2019 (or, now, maybe November 2019) and began to spread around the world. But as Jessica writes, it was silent and non-deadly virus spread and, for some reason, this super contagious and super deadly virus waited until late March and April 2020 to suddenly ravage/infect huge numbers of people and killed at least 20,000 people in NY City alone. Only Chicago and a few other cities like Detroit and New Orleans had any noticeable spike in "Covid deaths." So, per the official narrative, we actually had "late spread" (in the Spring of 2020) and the deaths, for some reason, were concentrated in just a handful of large cities.
While people can fairly differ on the existence or non-existence of a "novel virus," there should be no doubt that all the Covid deaths actually followed all the Covid protocols ... and only in a few places. It seems clear to me that all that really changed was the protocols, the intentionally-created panic and the non-stop fear-mongering.
From my POV, the virus didn't change. From others' point of view, a novel virus probably didn't even exist. Per both explanations, it was the government that was the real killer ... not a virus.
What we had was "democide" not a new deadly pandemic.
It's only the government that says a novel virus spread around the world and waited until early Spring 2020 - after the lockdowns and all the NPIs to start killing in huge numbers .... but not everywhere, just in a few places.
It's Scenario 3 - the "official settled science" narrative - that's a whopper and insults the intelligence of so many readers of Substack.
My main-take-away: Citizens should not trust our trusted experts.
