Considering MHRA is 86% funded by pHARMa, it's not surprising. All clinical trial applications have to be vetted by an ethics committee prior to the proposed study so how this got through is curious.
I worked as admin in a hospital clinical trials office. Although I was not responsible for setting up a trial, I was being taught how to - very laborious process, back and forth paperwork to regional or national agencies. My superior was on the ethics committee. We all took it very seriously and followed protocols. However, on reflection, it was also a cash cow for the hospital, trial subjects were objects, not real people, you know?
