He stepped down as director, but retained his employee status and continued to do research and to advise the White House. Nothing wrong with that, per se.
Now if you, or DOGE, find payment records that show he was getting paid by the White House to talk to them about the same work that he was doing for NIH, that would indeed be a big deal.
